First of all I would like to express my deep condolences to the family of the passed guy.
Earthing the line from both sides is not an enough measure to prevent such accidents especially when the over head line is long enough that it posseses high charge that needs extra local earthing that should be placed so near to the location where the maintenance will take place
In addition to this there are a lot of portable detectors that should be used to check whether the line is free of charge or not before any one could approach the line for maintenance
During my field experience which involved working with over head transmission maintenance that is conducted via staffs from ministry of electricity, I noticed that there is a huge lack in the safety tools that are used by technicians
